Becoming a resident in England/UK for college?

I would really like to move to England after high school and attend college there. I was just wondering how long I would have to live there ahead of time to qualify as a resident so I get the regular tuition fees anyone who's grown up there gets. I was also wondering if SATs or ACTs count for anything there, or if there's any other test I would have to take, or if it's based on grades, or what exactly colleges there look for when deciding who to accept and if it differs between art schools and regular universities. I'm also curious about what kind of scholarships are offered there. Any information at all about moving from the US and going to college there would be helpful.
