Getting into college issues?

My daughter has attended Hofstra University for one year and we cannot pay for hofstra any more. She finished with a 2.7 GPA in high school and a 2.1 in her one year at Hofstra. We need to transfer to a different school, what are our options? Can we use her high school GPA to get into a decent local college and start over as a freshman? Or start as a sophomore at a local college? And any decent colleges?
